I'm not really sure which of those I would pick if you gave me the option. Probably the international penalties since 16 year old Latin players are evidently much harder to scout.

Another part is that what ATL did was pay players more money. There is nothing more of a sin to the owners, and therefore the commissioner, than paying players.
I think this is a big time penalty and well deserved. Losing the top two picks from two drafts kills your pool and makes it really hard to lose a pick on a free agent and have any draft pool left.
It will be interesting to see what the Astros do to replace those two guys, and what prospects they might have next year with other teams. Managers aren't nearly as valuable as say, head football coaches, but good GM's are certainly hard to find.
Again if your team is too dumb to think another team is not cheating by stealing signs, then you get what you deserve. I work at a bank and I help maintain databases that cover fraud prevention. Sure fraud is illegal but my bank isn’t dumb enough to think someone is not going to try fraud us. We can prevent it for the most part.Quote:
