Yes, there is no difference between someone getting punched in a situation explicitly designed to create violent confrontation and a random person apparently (taking this account at face value) being singled out for attack on the basis of his race.
Whether or not they are is irrelevant. A false equivalence is a false equivalence. I oppose violence in general, but I feel materially different about someone looking for a fight and finding one than I do about someone being randomly attacked on the street.
I don’t think that shooting people is ok. But I feel materially different about, say, an abused spouse shooting their abuser than I do about an armed robber shooting their victim.
