So why is the 14th amendment section 3 self executing for state level offices and requires an act of Congress for federal offices? There is nothing in the 14th amendment saying state and federal offices are treated differently for disqualification. Shouldnt it require an act of the States Congress if it takes the National Congress to DQ someone for President? I dont understand why the constitution specifically states Congress can remove the DQ with a 2/3rds vote if Congress is the one with the power to place the DQ in the first place. It requires a 2/3rds vote to override themselves?
