They want to use social workers for mentally ill people who havent committed a crime or who have committed very low level crime. Theres no reason to send police to a suicidal person. Theres no reason to send police when a mom calls police asking for help with her mentally ill child. Theres no reason to call the police on a quadriplegic teenager. Etc.
