I don't think Mueller would hand out a plea deal unless it helps him move up to bigger fish further up the food chain.
The other interesting thing to think about is what part of the investigation gets impacted by the plea deals handed out. I don't think Gates and Papadopoulos have anything to offer with respect to obstruction and abuse of power charges. Much more likely they have something to offer with respect to quid pro quo (perhaps indirectly in the case of Gates who might be primarily a tool to get Manafortov to flip).

I still think it's more likely than not Manafort will be pardoned.
I think it's unlikely. The optics of it are really bad for Trump, and Manafort would be looking at state charges in NY and MD with the further encumbrance of having accepted a pardon; i.e. acknowledged guilt.
I can't say he's not hoping for one, but I assume he's either hoping for a puncher's chance of winning the case or getting it tossed, and is probably pretty scared of his former business associates.

i think that part is legitimately possible.
but this dude has a ton of shady business dealings. i'd be surprised if he avoided everything for that. what are the chances this dude didn't launder millions?

Manafortov was compromised in so many different ways when hired as campaign manager. The evidence suggests he orchestrated a quid pro quo that included the party platform on Ukraine and private briefings on Trump sanctions policy. The big question is whether he was freelancing or part of a conspiracy.
