And even if you tried to set aside that track record and looked just at the words he has used with regards to Baltimore, I don't see how anyone can think he is acting in good faith.

By most measures, the poorest area in the United States is McCreary County
in Kentucky. Poverty is so awful there that the life expectancy is six years lower
than the rest of the nation. It's in the 5th Cong. Dist.
Their congressman is Hal Rogers, a Republican.
I am certain there are many circumstances making the 5th district in Kentucky the poorest in the nation.

All of these places have serious problems that deserve close attention and good faith attempts to find ways to improve the situation. There are mostly black areas with serious economic and social problems and mostly white areas with serious economic and social problems. Surely, people can have a good faith discussion about ideas for make life better in those areas.
