The team is allowed to spend it. The only limit is on how much they can spend on a single prospect.
No. We could spend this money this year, but not for anyone over 250k. It's likely though, that we lost many connections we had before. A lot of these international signings for 250k or more have ground work laid for several months or even years.

Hasn't pitched since Tuesday, 4 out of his last 6 outings have been good. ESPN suggests he will be our closer for now.
He has a .370 babip against this year after it being 260-270 the last two years. His GB rate is also up to 47% this year. Hopefully just some bad luck with his numbers this year, but we’ll see. Improved IF defense and getting out of the AL East should help.
Still have to kick someone off the 25 man though...but that shows it probably means Moylan or Freeman to the Disgraced List where they aren't really hurt because they're such good guys instead of goodbye Moylan or Freeman.
Aggression with prospects is fine, but being stupid is not. There should be a way to find a happy medium between a Pirates like idea of being overly cautious with prospects and going stupidly fast with prospects.
