I think Jennings is most decidedly the lesser of two evils (but to echo dak, it's almost impossible to honestly appraise his body of work due to the Loria factor). I haven't had the chance to delve into it, but from my recollection Moore was a really poor steward of the Royals' mid-level payroll. Think Frank Wren during the Lowe/Kawakami era, but drunker (Joakim Soria, Jeremy Guthrie, Jose Guillen, Omar Infante, Gil Meche).
