    Saddled with a ballooning debt crisis, Puerto Rico has already seen a historic migration of about half a million people from the island in the past 10 years. Now, following the most powerful hurricane to hit the U.S. territory in decades, the outflow is sure to hasten.

    For many Puerto Ricans, there is no alternative but to leave for the mainland: Gas is scarce, there's no running water, and only about 5 percent of the island has had power restored.

    Rossello has pleaded for more aid, and warns of a mass exodus if his island doesn't get help from the federal government, which is also still contending with the aftermath of Hurricanes Harvey and Irma in the Southeast.

    "There needs to be unprecedented relief for Puerto Rico so that we can start the immediate effort right now with the deployment of resources, but also the mid- to long-run recovery," he said. "If we have that, we can avoid a humanitarian crisis in the United States. But if we don’t have that, you will see thousands, if not millions, of Puerto Ricans flocking to the United States."

    Tatyana Deryugina, a professor of finance at the University of Illinois who studies the economic impact of disasters, tracked Hurricane Katrina evacuees for years after the Category 5 storm ravaged New Orleans.

    "I think we're going to see more advantaged people leaving, the people who have an easier time buying airfare or a boat ticket — which could be, unfortunately, some of the wealthier individuals, like doctors," she said.

    The experts say there are ways to negate that. Congress could allocate money specifically for rebuilding efforts in Puerto Rico, which would attract construction companies and developers, said Deryugina, the finance professor.

    Lawmakers could also allow a suspension of Puerto Rico's Promesa debt payments, Levy suggested, referring to the federal law that restructured the island's debt.

    "It’s not people leaving that will be the issue, but it’s really, do you have the resources you need to fix what was damaged by the hurricane?" she said. "A year-long or longer suspension of the Promesa debt payments would mean there is money to invest in the infrastructure, schools, to make sure the hospitals are maintained."

    The mammoth ship was docked Tuesday in its home port of Norfolk, Virginia, with a minimal crew, requiring up to five days to stock up and get underway. When reached by phone Tuesday afternoon, the commanding officer of the ship's hospital, Capt. Kevin D. Buckley, said, "The Comfort is ready to go, if the call comes."

    Now that the orders have arrived, the goal is to stock the ship with personnel, food, water and medical supplies within 96 hours and get underway Friday. "There's a whole slew of equipment that has to be brought on board to accommodate the mission, primarily medical supplies," says the ship's spokesman, Bill Mesta, of the Military Sealift Command, the civilian maritime agency that runs the ship, while the Navy commands its hospital facility.

    If you're wondering how this compares to other disaster response mobilizations—not well. Here's a comparison to the urgency with which the ship was dispatched following Haiti's earthquake in 2010.

    Haiti's earthquake occurred on January 12, 2010. The next day, the ship was ordered to prepare to depart. Four days later, the Comfort — which had been on shore power for painting and repairs — was fully stocked with food, linens and enough medical gear to supply the ship's 10 operating rooms and set off from Baltimore and passed under the Chesapeake Bay Bridge en route to Haiti.

    57 that commentary piece from the dailykos that you linked didn't mention that there are over 10,000 federal personnel already in Puerto Rico.

    It also left out that this is the largest peacetime deployment of federal staff outside of the continental US in history.

    I didn't see anything about the fact that the Kearsarge ARG has heen on site for several days, or that ARGs are specifically trained, equipped, staffed, and tasked for this type of mission.

    It almost seemed like the author was only trying to make partisan points.

    Weird huh?

    Puerto Rico's governor has complimented the work FEMA is doing, and FEMA's complimented the governor. They both complimented President Trump, but CBS News has asked where the aid is happening. The governor guaranteed that we would be able to see it.

    Now you know about the ARG and it's purpose, and that it was a far more capable asset to send than a hospital ship.
    And that the people criticizing the federal response are either ignorant of that fact or are suppressing it for some reason. Draw your own conclusions with that info.

    Look down your nose all you like over the source but that doesn't change what was reported. A ship that should have been in Puerto Rico over the weekend is still in Virginia.

    Glad the Marines are there and not to be dismissive of their efforts but they are not a hospital ship.
    Reports are 58 of 69 hospitals on the island are without power.

    Sigh. It wasn't "reported", it was stated in commentary by a writer at a highly partisan website. The two things aren't the same.

    The commentator thinks the hospital ship should have been first on the scene. Actual naval leadership disagrees.

    The commentator doesn't mention what the hospital ship's op tempo has been recently, whether necessary resupply was underway for perishable goods or medical supplies, whether the crew was in mandatory training, whether the ship was undergoing mandatory inspection, or a slew of other factors that impact a ship's ability to deploy at any given time.

    Wow, those pictures are gut wrenching. I can't imagine my neighborhood in such bad shape, but living on the west coast, my turn is coming I'm sure.

    The Federal Emergency Management Agency, which is coordinating the recovery effort, said 10,000 federal employees have been deployed to the Caribbean. The Coast Guard has sent in 13 ships known as cutters. Commercial barges are arriving with relief supplies. The National Guard is being housed on barges and on a cruise ship that arrived this weekend.

    However, officials leading the response and recovery admit they’re facing serious logistical challenges, starting with damage to the ports and airports. Many of those facilities have been reopened just within the past day or two, but only for daytime operations, because of safety concerns. Radar and control tower capabilities are low, limiting the pace of incoming flights.

    Thomas LaCrosse, the Pentagon’s director of defense support to civil authorities, said U.S. officials discussed deploying the USNS Comfort to Puerto Rico over the weekend but decided that it should stay in Norfolk because it could not get close enough to any port to avoid using helicopter support to get patients to and from the ship. It made more sense, he said, to bring medical support into Puerto Rico by U.S. military aircraft, such as C-17 cargo jets.
