So I am confused here. On the left is a quote from Joe Biden, right? On the right is a twatter post from NBC about Trumps travel ban. I think I get the point you want to make but shouldnt you compare media posts vs media posts as opposed to what Joe Biden says vs media posts?
To the point I think you want to make, yes, context is important. Trump has a lifetime of proving he is a ****ty human being who is only out for himself. He was extremely transparently corrupt. It was and is in no way unfair to speculate about corrupt motives in anything he says or does. Most of his accusations are really confessions.

You do realize there is a ton of overlap in the two fields don't you? I currently work for a chemical plant that makes polysilicon for solar panels and we use pipe fitters on the daily. And right now the US is one of our lowest revenue countries that wee do business with. China is number one.
Last I checked, less than 1% of new constructions (residential or commercial) in the US have solar panels. If the US were to, say, put in regulation requiring more new constructions to have solar panels, it would generate more needs for companies like mine and create a vast amount of new jobs for these people in the oil and gas industry.
