Tulsi voted with Trump's opinion 20% of the time, and without really looking I"m guessing those would be on Military and when Trump took a more liberal approach.
For example looking at 2020 they agreed on 2 things. Opposing the NDAA and supporting the COVID bills Trump supported.

I can see why it would be confusing but I think the last two years and specifically the disaster that is the last 8 months have changed a few politicians.
Think Tulsi could be one that moves right on individual freedom and we both feel that moving left on economic policies (protectionism and ensuring all Americans are taken care of) is the way forward.

It’s why I believe a more moderate VP would help a more dominant POTUS. I don’t believe they have to agree all the time to make it work. I think a healthy mix is ideal for the office more than anything. If anything it promotes more debate and not the group think everyone’s so fond of (but say they aren’t)

There is an interesting question raised in this post, but it is not addressed in a meaningful way.
If we wanted to see the trend for millenials, we wouldn't compare a landslide (2008) with a fairly close election (2020)
What I would do is look at the millenial vote relative to every else for the last 6 or so elections and see if there is a trend.
