The Cards are a strange case: smallish market, pitiful TV deal, but profitable and valuable.
I'm fine with it, but they clearly need to fix the rules. The Cardinals being a part of it is an absolute joke, as are the Rockies to a slightly lesser degree. So just figure out a way to make it mainly about the real low market teams and go from there.
