Good question. Toma is the expert. Even though it would be effective, but still a little tough to do. One thing, your arms are free and the perp can get your weapon. So I am going to say no, they do not do that for safety reasons, especially to the cop.

Well I guess the Milwaukee chief, Cedar Rapids chief, Eau Claire chief, Wisconsin Rapids chief should be fired. Two perps or more, you wait for back up but keep in sight.

These 3 words are going to become very dangerous. Let me explain:

Last evening, another officer and I had to wrestle with a suspect who was resisting. This individual had multiple warrants out for his arrest. While attempting to take the suspect to the ground, he started shouting "I can't breathe.I can't breathe". After hearing this I eased up and lessened the amount of force I was using. Upon doing this, the suspect chuckled and pulled away from me leaving the other officer very vulnerable. Fortunately, I was able to re-engage before anything happened, and we were able to handcuff the suspect.

Thankfully, in all of that no one was injured. I don't think this will end up being an isolated incidence however. With all the publicity this is getting, I can see resisting subjects using this "I can't breathe" a whole lot more.

It is unfortunate that criminals will seek to exploit the situation; I agree. If only there were some way those words could have been kept from being famous.

Probably a dumb question but is it against the law to handcuff someone's feet? Hold them down and frisk. Handcuff their feet and see if they can get away.

No it's not against the law. They are called leg irons. They're pretty much just oversized handcuffs. However they are mainly only used in the transport of inmates.

Toma was using common sense and I can't find fault in what he was doing, but he still did not say how he engaged the perp, but him saying he can't breathe, means a choke hold. I just can't see him doing that, here you can't use it, you can grab the neck to get to the perps arms, but that is it.

There are other factors I have to worry about that could cause a suspect to have trouble breathing, besides him being in a chokehold(which I didn't use). Does the suspect have asthma? Then I also have to worry about Sudden In Custody Death Syndrome(yes it's a real thing) or excited delirium syndrome which usually causes cardiac or respiratory arrest.

But if the suspect manned up and was like 'you got me' and complied you wouldn't have to worry about those things though.
