After reading this article, it would appear to be a proposal to trim back the 2002 war authorization. Seems like progress to me.

AUMF is a less unwieldy shorthand for its official name, the 2002 Authorization to Use Unspecified Military Force Against an Amorphous Enemy under Nebulously Defined Circumstances For All Time.
