According to reports from David O'Brien and Mark Bowman, Folty has lost quite a bit of weight and strength due to inactivity from his blood clot procedure near the end of the season. Yes, the arbitration clock can be started and stopped, as far as I understand it. But I am almost certain Folty will be in Atlanta once he's healthy.
