Car-free cities make a lot of sense, but not because "terrorism".
So let the record show that I considered upvoting this; but, while I did not, I wouldn't explicitly downvote it, either.

My initial thought as well. London is one city that comes to mind where I could see it happening, atleast on some level. They already employ a (steep) “congestion charge” for vehicles entering major metropolitan zones and certainly have the robust public transportation infrastructure (inclusive of an extensive bike share program) in place to make the concept plausible. Tokyo is another city that has the infrastructure and, beyond London, the civic obedience to pull it off. Amsterdam. Maybe central parts of Berlin, Paris. I can’t imagine it happening anywhere in the US. Perhaps New York, once it addresses its major transit issues.
