why is buying bad contracts considered tanking? We would just put them on waivers and release them..

What bad contracts might they be considering that run out this year?
If we really are desperate to do it, then I'm guessing we already have a pretty good idea of who we want to take and know how much it'll take.
I wonder about a Matt kemp with San Diego. He makes $21.5/year through 2020. Not really the ideal one due to amount and length of the deal. But right handed pop.

I don't have any interest in taking on Kemp's big contract who should decline further in the future. He is terrible on defense and has been for years. I doubt we get any of the Padres or Reds picks, probably some of the other teams MLBTR lists.
Maybe Billy Butler and his contract along with the A's pick? Something along those lines, we'd need more than a pick to take on his contract though.

Markakis or Chacin might be a fit for Baltimore. Markakis might fit for Cleveland. We'd likely have to be willing to eat a big chunk of Nick's money in either case considering neither of them have any obvious contracts they'd desperately want to unload. The Kemp angle would seem to make a little sense on the surface, but if they're looking to acquire prospects like we are, how much would you really be willing to give up for a little extra slot money PLUS be willing to take on a bad long-term deal? The Pirates seemed to want to move Melancon for budget reasons over the winter, but what other "bad contract" do they have (not to mention unloading their Closer when they're a legitimate contender seems awfully dangerous since they'd have to unload serious prospects to replace him if in-house options didn't work out)?
Definitely not many potential contenders on that list, no doubt.
