Absolutely. What you are pointing out is one of the dangers of building for 2017 when 2018 is the better year. You don't want to tie up your payroll on a bunch of mediocre guys so you can say you improved from 100 losses to 90 losses then loss flexibility for the 2017-2018 FA year.
So, Freese, Reddick and Castro and some vet on a short deal likely makes 2017 a 70-75 win team, but none really move the needle long term. They are all supplemental pieces on a good team, not key pieces. You always need supplemental pieces, but the majority of the team can't be supplemental if you want to be good.
