Yes, he was just referencing outdated information because he has the attention span of a 3 year old and refuses to admit it.
Aggressively stupid people are the worst kind of stupid people since they absolutely refuse to admit they were wrong and learn anything new. He is literally ignorant about most things, yet aggressively defends his ignorant stances on almost every issue...it started from Day 1 with the "largest inaugural crowd ever" comments that resulted in the creation of "alternative facts", and has continued ever since.
And of course the media is going to relentlessly bash him over the head with it for days, making it 100x more of an issue than it actually is. The leader of the free world regularly engages in Twitter feuds with anyone of any amount of celebrity because he simply can't stand when folks don't concede to his self proclaimed greatness.
I actually feel most sorry for people like Conway and Spicer and Huck-Sanders whose job it is to come out and publicly defend this absurdity. It must be very hard to put your self respect on the line like that in exchange for a piece of the power pie...which is why the turnover in the WH is so high.

It's my understanding this is the case. It might not be smart for the President to declassify something but a sitting President has the discretion to do it.
