    I don't know, but I assume it's as simple as the WH wanting to win more news cycles, and making news by publicly answering (or ignoring) questions about Russia or Trump's wiretapping accusations don't advance those interests. I don't think it's fear, just a basic cost/benefit equation.

    WH counsel sends letters suggesting that she needs WH sanction in order to testify.

    Her lawyers call their bluff, say she plans to testify.

    Chairman cancels hearing, totally independent of the WH, of course.

    Spicer says WH "looks forward to her testimony."
