For someone who nevers pays attention to this rule. Doesn't every time they call one of these guys up and then sends them down is an option burned. Or is that once a year.

My issue has nothing to do with options or pay, not my concern. What I dont like is that if you want him to be a starter and fix himself, then give it time in the minors or let him start in Atl.
Moving him from rotation to bullpen and back will mess him up. Different mindsets, different throwing routines, different confidence.
David Hernandez is the guy I would have called up. He is doing well in Gwinnett. He is a reliever with major league experience.
He is not on the 40-man roster, but I believe there is one opening. Plus there is the option of moving Micah Johnson to the 60-day DL, which would create an additional opening.
Not sure why there's concern over burning options with Wisler. If he's not ready to be a rotation piece at the end of this season, he will have been passed by SEVERAL people in the system. We have an option on Dickey for 2018, so that gives you your top 3 SPs (along with Julio and Folty).
Given the fact that Weigel, Allard, and Soroka have all seemed to react well while being pushed this season, all three COULD (yes, it's too early to say "will") be ready to help in late 2018. Re-sign Big Sexy if he wants to come back for another year or add another veteran trade candidate for the 2018 All-Star Break - there will be plenty of those available in the event Blair, Newcomb, or Sims don't take a step forward.

I could see Fried and Newcomb definitely in the rotation next year and really probably at the trade deadline. I could also see the #5 spot taken by the Sims, Blair, Wisler winner. My guess is that they will be late season call ups. They will see how they handle the big leagues. IF some or all do well, will determine if they sign anyone in the off season. If Blair and Wisler or the 15 others showed promise...no free agents would have been signed.
Folty is a good example. He didn't do great last year, but showed promise. They kept him in the rotation as they would have any others (if there would have been any).
My goodness, Colon and Dickey are great stop gaps...I like them both. I pray to God they are traded at the deadline. Do you really want to see those guys next year?? At some point very soon, Wisler and Blair at the least need to get a chance again this year, because next year it appears right now the WHOLE AA staff will be in AAA or the MLB. There will not be a spot for them in AAA.
I'd argue that most people here didn't want to see them in the rotation THIS year to be honest. However, I think most people will also admit that they're far more comfortable watching them than going through a full season with a rotation of Julio, Folty, Garcia, Wisler, Blair at this point.
Given the fact that the brass is at least trying to cater to the average fan - the type who isn't interested in watching an entire roster of young kids take their lumps - only having one (or at most two) rotation spots for them is pretty reasonable when you're asking those fans to fill your new ballpark every night. What would be really embarrassing would be to run all your kids out there (like the Padres are doing now), and have 10,000 fans a night show up at that shiny new park.

I see that, but Wisler and Blair aren't exactly Fried or Newcomb and will most likely be traded before next year unless either one has a miraculous turn around.
Although it doesn't look like it so far, one or two of these guys in AA will falter between now and next year end (much like Sims did at AAA last year). When that happens, they will send him back to AA and open a spot or 2 for Sims, Newcomb, Wisler, or Blair next year. I expect 2 of the mentioned to be traded this off season (like Ellis, Whalen, Povse, Jenkins) and I suspect Wisler and/or Blair.
