Yeah, I think his inability to locate the fastball is the biggest issue, followed by declining velocity.

Julio's fastball on average has been only 0.2 mph slower than last year. Yeah it's been declining for a few years but to me the real difference is his lack of command this year. This is an example of what mediocre stuff with bad command gets you. SunTrust is doing him no favors either.
