Does statcast measure the speed of the runner to determine if the play is more difficult?

I don't think so. The stats for infielders aren't as good as the ones for OFers specifically for reasons like that.
At the very least I expect statcast to calculate how long it took the defender to get the ball to 1B, broken down by route to the grounder, transfer time and throw velocity.
The speed of the runner would factor into what an "average" time is for each type of batted ball. Maybe? This is probably why we saw them rate OF plays first.

Infield metrics will be more harder.
For example, a SS diving to stop a ball from going through doesn't prevent a hit, but it does prevent the runner from 2nd from scoring. So you have to give him cursor for it, but if you want to keep the metric context neutral you have to give him credit for every ball he dives and stops, even if it doesn't prevent a base runner from advancing.
So then you end up with guys diving to stop everything to increase their metric but not doing any real good.
The throw to 1B makes it an order of magnitude more difficult to create a metric.
Should be trivial to judge range, transfer time, and throw velo tho. That will at least allow you to compare a SS to another SS, but not the value of that SS defense to the defense of an OFer.
