MLBTR had him pegged at 4/28, so 3/28 this early in the offseason shouldn't be too shocking. The Rangers are clearly looking for an upside play as a SP, with impact BP arm as a fallback option.
There are folks on this board wanting give a pitcher like Reed $30M-$40M, which is even more crazy.

I think this is a great move by them. They know he could provide value as a late inning arm and has a shot at returning to form as a starter. The Doug Fister move was a good one for them as well.
Hopefully for Mike, he's the one of the exceptions to the rule and I wish him luck. That said, I don't think I'd have gone anywhere near there whether you wanted to use him as a starter or reliever - just like I'd never offer Medlen or Beachy a major league deal given their histories.

3/28 seems high for a guy that's pitched only 77 innings in three years. His last good year was 2013. Maybe he found something the will help him continue his success but I doubt it.
