Basically it's up to ump's discretion according to the rulebook, and it's an unwritten rule that on deck batter's act as home coaches, so umps allow it when it doesn't affect the play and appears unintentional.

If it's intentional, it would be called as player interference and various people would be called out. Guys don't go in the dirt for that reason because they don't want to get hit by the ball and actually interfere with the play
Basically these two:
Rule 2-21 Article 1: Offensive Interference
Offensive interference is an act (physical or verbal) by the team at bat:
a) Which interferes with, obstructs, impedes, hinders or confuses any fielder attempting to make a play.
Rule 5-1-1e: The ball becomes dead immediately when there is interference by a runner, batter/runner or retired runner, the batter, or by any person( in this case the on deck hitter).

It does not have to be intentional. Here is the rule:
Rule 6.01(b) Fielder Right of Way The players, coaches or any member of a team at bat shall vacate any space (including both dugouts or bullpens) needed by a fielder who is attempting to field a batted or thrown ball. If a member of the team at bat (other than a runner) hinders a fielder's attempt to catch or field a batted ball, the ball is dead, the batter is declared out and all runners return to the bases occupied at the time of the pitch. If a member of the team at bat (other than a runner) hinders a fielder's attempt to field a thrown ball, the ball is dead, the runner on whom the play is being made shall be declared out and all runners return to the last legally occupied base at the time of the interference.
Albies clearly interfered with a player trying to field a thrown ball. Since the runner scored and nobody was on base it must not have mattered.
