Imagine if Ohio state finishes 11-1 and the number 2 team in the country yet Penn State wins the big ten.
I'd say right now that there's a higher chance the ACC sends 2 teams than any other conference. Both Louisville and Clemson will in all likelihood finish the regular season with 1 loss. Clemson has the best win among all the playoff contenders at this time. I don't see the committee voting in a 2 loss team over either Louisville or Clemson.
Doesn't make them a top four team though.

The problem is the resume – Ohio State has a good one, and Louisville doesn’t.
As fun as the Cardinals are, and as amazing as Lamar Jackson might be, don’t fall for the shiny ball of tin foil – they’ve beaten an okay Florida State, a mediocre Wake Forest, and a whole bag of nothing else.
I think the voters will see it differently. I don't see any 2 loss team getting in over an 11-1 Louisville team. Unless by some miracle Florida wins out and beats Bama.
Nobody votes anymore. It's a committee who decides everything now. Name brands above all. Louisville isn't getting in over Michigan, Ohio State, or Penn State. Only way Louisville sniffs the playoff is if Clemson loses another game and Louisville looks really their last two games.
