I don't know how difficult it will be to sign some of these high schoolers, but with the international sanctions, it is going to be very difficult to have any measure of depth in the lower minors. Now, I think an argument can be made that the lower minors don't matter that much, but you never know if someone is going to come out of the blue and really rapidly ascend their development arc.
