It's less about the Uighurs and Islam than about how the Chinese state treats non-Han Chinese minority groups. Tibetan culture has also been suppressed and they are not Muslim.

It's likely these "re-education" centers are going to have an effect that is the opposite of what the Chinese state is trying to do in terms of enforcing conformity and obedience.
