Except that is a myth as well. Government absolutely has a massive affect on education. Sure, many parents need to make education more of a priority, but that is hardly the main or the only cause.
The same is true for health care. Yes, we have more unhealthy people than other countries. Part of the reason for that, is people can't afford to go to the doctor, so they continue living their unhealthy lifestyle. The number 1 cause for bankruptcy in America is medical issues. That's a fact. And it has got to change.

Where do rights come from? One theory is they are provided by some divine entity. Some of the founding fathers believed this.
In modern society, the political system makes a determination about the safety net. We can call the things included in the safety net rights. Or we can call them benefits.
To ask whether health care is a right is to engage in a game of semantics.
I'll add that my initial post (and some subsequent ones) in this thread is not really about whether there should be some sort of universal healthcare system in this country. It is related to that question. But my point has to do with how the medical care establishment (including the AMA and doctors) have captured the system for their benefit. And that those of us who are supposed to be the customers in this system should not be satisfied with the medical care establishment running the system largely for its benefit as opposed to ours. Other countries have done a better job of setting up their medical care system to benefit the patients.
