the history is quite long:
1) France imposed very large reparations on Haiti when it became independent in 1804. Payment of those reparations lasted well into the 20th century.
2) Repeated foreign intervention, including U.S. occupation from 1915 to 1934.
3) The interaction between an extremely stratified society and weak institutions.
4) Man-made disasters, including deforestation.
5) Natural disasters, including a devastating earthquake in 2010
Graham Greene's "The Comedians" gives a good fictionalized account of life under the Duvalier dictatorship.
Chesty Puller's biography gives a brief but a colorful account of the U.S. occupation.

I think more generally expanded trade with China has been part of it. It cannot be understated how much expanded trade with China has affected many countries' economies in recent decades.

The election timing was awful for Republicans in the wake of the two killings by immigration agents in Minneapolis. Ms. Wambsganss has been a leader in the parental-rights movement in school boards and wasn’t a bad candidate. But state politics is often national these days, and the 31-point vote swing in a little more than 14 months can only be explained as part of a rising tide of opposition to Mr. Trump’s first year and a sour public mood.
