Apparently the police investigators beg to differ.
Also...audio and video are not always synced which probabaly accounts for what you are seeing. Especially when its only a second or two.
Ultimately though, your outlandish claim of rhe still frame being doctored was laughably and predictably wrong.

in the unlikely event of audio and video not being synced you can hear the hissing of the cannister being discharged before the shot on another of the recordings with better sound...someone can even be heard saying "he's macing you, he's pulling it out"

i don't think any of this justifies a man being murdered like that...the fact he carried mace, a knife, a baton and a gun doesn't justify it...the fact that he was a chucklehead looking for trouble doesn't justify it...if he had drugs in his system, it would not justify it...if he had a criminal record it would not justify it...
but i also don't think having a skateboard thrown at you after you already shot someone justifies you going on to shoot two more people
i don't think the guy in louisiana who gunned down an exchange student because he went to his house by accident should have been acquitted on grounds of self-defense
our gun culture and glorification of this idea of self-defense has helped us get to where we are now...immature, mentally unstable people with guns looking for trouble and having a credible defense just because someone looked threatening to them
