I haven't seen evidence of China directly changing the count of votes, but they've absolutely been subverting the US for decades.
The tech sharing agreements with stupid manufacturers were the start.
Then they began placing as many Chinese nationals into upper level college STEM programs as possible.
From there they escalated to IP cyber theft.
Then they turned campus Confucius institutes into anti American subversion offices, and made all of those students sign papers making them intelligence agents.
In between they started paying for influence with prominent professors, industry leaders, media outlets, and politicians. The stories about Swalwell's honeypot are a great example of their open spying activities. Their pushing of gender and critical race theory is less well known, but just as effective at weakening their largest competitor.
They're exponentially more of a threat than the Soviet Union ever was, because they were smart enough to see that American industry and culture won the Cold War. They undermined both before allowing themselves to be seen by most as any type of threat.
