That's not true. So racial intent and bias absolutely has a scope around legality and constructs.
For example, you do not need to drive to live. You do not need to fly to live. You do not need to buy cigs, liquor, weed, etc. You can absolutely live your entire life without a drivers license or photo ID. Especially if you're older, self employed etc. There's tons of ways you can live your life without a government issued photo ID.
But no one is getting at the question still. Which is not is something racist, but why is something racist?
