Because ICE wouldn't try this in Chicago, LA, Philly, etc. This is a testing ground to gauge public reaction. They're seeing how well their spin machine can run things before ramping up.

ICE has limited resources. It is not a good use of those resources to go to places like Minneapolis, Portlend, Maine and Portland, Oregon. However, they would face problems of an entirely different order of magnitude if this were happening in LA, Chicago and New York.
