From where I sit, the entire American society has bent over backwards to offer advantages and privilege to black people over the last 3 decades and the outcomes have actually gotten worse from pre-civil rights era. there are no African countries we can point to as a financial or liberty...

it seems to me 3rd world poverty stricken countries who are given trillions of dollars from rich countries could observe what breeds more prosperity and would follow suit for whatever reason, that has not happened
