I’d say Pilar has more of a shot than Cairo. Biggest downside of Pilar isn’t potential/likely performance, per se, it’s that he’s not optionable, as a Rule V pick, meaning he’s a lot less useful-valuable at his likely level of performance.

Any insight on those guys? Seems to be the Rule V phase where the team has actually focused (until this year).

No way he hits that arb number. Either he signs ahead of arb for around what he agreed to last season (~$2.6m), or they non-tender him and entirely free up the cash. I’m betting this is the best deal, dollar-wise, Anthopoulos thought he could find.
