Hard cap. NFL owns the TV rights and splits it equitably. The draft is more impactful because it's easier to evaluate players, who are immediately ready to play. When franchises cannot spend infinite money and everyone is flush with cash, small market doesn't matter as much.

I would say that the opportunity cost was very low, his performance had little to do with the Braves problems, and there was zero long term fall out. It didn't work out well but it was worth trying. Much as folks would like it to be so, the Braves aren't going to sign starting caliber...
