I think someone was just trying to give Lying Ted a beer and he whiffed on catching it and had the guy arrested to avoid embarrassment.
 
It seems suspicious Ted didn't have better security (or designated beer catcher) with him.

Run back the evidence, Ted Cruz thought someone was throwing him a budlight seltzer and he went into a catatonic state when he found out there was gluten in the beverage and to save face he claimed assault.
