Tying this to 1938 doesn't do the issue justice. The 50s saw a huge revival in protest-racism as civil rights issues were pushed forward. Here is a random example from over two decades later:

That is a good point. The school district that I grew up in wasn't integrated until 5 years before I was born, and I'm still south of 40.
