A reasonable person would not assume that the principal driver of an outbreak is a CONSISTENT vaccination rate for a long period of time but would look tot he radical changes in the demographic makeup of a population. Especially when they are home to countries that still have these types of outbreaks more consistently.

But no, it would not be inherently reasonable to ignore the vaccination rate when it comes to outbreaks of the disease that vaccine fights. You should also look at other changes, but they were at greater risk due to the decisions of the residents of that county.

Like you said - Its a rare occurrence so anything that tips the scales. There were other outbreaks of odd diseases as well this past year for cities that 'welcomed' migrants.
