Perhaps you should actually know the law in California. Theft under $950 is considered petty theft and is a misdemeanor that is routinely ignored by the cops.

Those examples you cited are considered grand theft (over $950) which are felonies.

The majority of people in the inner cities are walking in and taking stuff with no arrests.

Why do you think these stores in the inner city are closing down?

Like I said, some people are getting away with it. Misdemeanor theft isnt treated as a high priority. You are absolutely wrong if you think no one there is being arrested and prosecuted for it. The stores wouldnt be closing they would already be closed if no one was paying for anything.
 
Most people are honest and won't do it regardless of the law. Most people who are doing it are getting away with it. That's just fact.
 
I am not saying it doesnt happen only that you are exaggerating it. If no one was getting arrested for it and there was no risk then not even the honest people would pay.

Are you respond to me? Can you quote me where I said that didn't happen? I said people do still get arrested for theft. That doesn't imply no one gets away with it

You're playing a game of semantics. When I say nobody gets arrested I'm sure you can find exceptions but I'm talking about in general you don't. Shoplifting is causing stores to close because stores can't do anything to the people stealing.

I think people see the news or read the news and see the majority of people committing crimes are of one type.
