When Michael hit, that’s all we did for a month. No one paid a soul to clear roads, no one paid us for our tractor fuel or use, no one asked and frankly fema never showed up.

I happen to have some first hand experience. Hurricane Ida swept through the town I lived in three years ago (I actually got to play good Samaritan to a group whose van stalled after the engine got flooded on the highway). I got to see first hand how the recovery went from that kind of event. I moved back to New York shortly after Superstorm Sandy hit and got to observe the aftermath of the devastation. I was good friends with one family that spent a long time living in a hotel while their home was being repaired.
I see your Michael and raise you one Sandy and one Ida.
From my teenage years in Florida I have even more first hand experiences. We had to evacuate our house for days during Hurricane David and came home to a swimming pool filled with sand.
As I understand it, no one is discouraging volunteers. But they are being asked to register with one of the organizations that is helping out.
If someone wants to help surely going through the registration process will not prevent them from helping out.

Like I said all the work is done by the time the feds get rolling. At least in the areas with a capable population.
