Biden did not pardon these individuals. Instead, he commuted their sentences as part of a carefully negotiated prisoner swap, which secured the release of three American citizens wrongfully detained in China.

Of all the things I’m going to be outraged about, a prisoner swap involving someone that seemingly poses no future national security threat and has already spent 2 years in prison for his crimes is not going to be it.
