Agreed , violence is uncalled for. But a dog biting a person is 99 times out of 100 caused by the bitten person.
Advertently or inadvertently.

So, the easy thing is is to condemn the killer (shooting the dog), the hard part is fixing the societal issue of people profiting from causing others pain.
