The whole aspect of a salary cap is to ensure this type of stuff doesn't happen and that the big market teams do not collect superstars. Big time players are SUPPOSED to get top dollars.
I respect the players that are willing to take less money but when it gets to this proportion you are affecting the competitive balance of the league. Melo is an awesome player and if he goes to a team where he isn't the #1 its going to be absurd how much better he is.
