Now that I've had a few other looks, that looks more like face guarding to me, which is NOT illegal in the NFL.

There was minimal contact, and the WR actually made contact first by putting his arm out to try and push off.

There was minimal contact. Certainly not enough for a flag to be thrown, imo.

(a) Contact by a defender who is not playing the ball and such contact restricts the receiver’s opportunity to make the catch.

That fits that to a T. Him not playing the ball, made contact that restricts the receivers opportunity to make a catch. I mean it's not blatant and horrible but it was DPI, I'd seen way less called before.

You don't see the cornerback actually putting his hands out first?
 
I don't mind a non call, but I think it's insane that they picked up the flag. It raises eyebrows.

I'd agree with this. I would like to see a reasoning on that. It's a close call regardless, but if you're gonna pick up the flag, you better have a reason.

Watch the footage (or the above jif) again. The WR clearly has his hands on the defender first, trying to push off and create separation.

It's a close call regardless. As C2C said, the bigger issue is picking up the flag after it was thrown.
