Will the statcast percentages be based off how far a guy ran or based off a particular spot? If a SS catches a ball in short RF because of a shift, then what happens? If Kemp is standing on the foul line and catches a ball on the line what happens?

Statcast judges distance on where the outfielder started to where the ball either lands or is caught. It also determines hang time as well as part of its calculation. So in your example for Kemp standing on the line it's going to be judged as a play that's caught 100% of the time. The SS play is likely to be judged as a popup in that scenario since the SS catches it.

Yup. Statcast is really amazing. No surprise that Ender was a beast in center last year and is also beasting this year too. Nobody has made more 5 Star plays (plays that are made 0-25% of the time) than him this season.
 
Statcast will take the human element out of judging defensive plays. And it sees EVERYTHING.

Not only will it judge who covered how much ground, it will also be able to determine who made accurate and strong throws.

Since the system tracks every player and data will persist from event to event, we could also calculate things like what a defender "should" have done. Should he have thrown home to get the slow runner at the plate, or should he have hit the cut to stop the runner from advancing to 2B?

We will be able to judge base runners taking extra bases, getting good/bad jumps on batted balls, and other base running mistakes.

Who backs up the correct bases every time? Which teams set up the most effective defensive alignments? The list of possibilities goes on and on.
