The speed doesn't matter (that much). Its the velocity delta that does it IMO.
95+ matters
95+ didn't matter to Neck there.
Again, its about location and arm action. Thats the part that statcast won't be able to catch.
If you can locate your fastball (of course this can be captured) and your changeup looks the same out of the hand (cannot capture) to the hitter that is when you become effective.
I am aware. 95+ lets you get away with more mistakes.
Only if you locate it on a consistent basis. Sometimes 95+ yields a higher exit velocity.
