That tidbit came from Richard Burr, the Republican chair of the Senate Intel Committee. Take it up with him. Nothing happens on that committee without the support of the majority party.
Russian influence operations in other countries have given us a pretty clear roadmap to how these things work. They amplify and elevate fringe elements in order to sow dissension and chaos. They've done it with far left and far right parties in Europe to varying effect.
There's no question that Jill Stein benefited passively from Russian assistance. Her relationship with RT is enough to answer that question. Quantifying that benefit is probably a fool's errand, and I wouldn't make any representations about there being anything worse than that going on. But there was an obvious effort to undermine Clinton's campaign by trying to peel off Bernie supporters and generally play to the cynicism and disillusionment of the left wrt HRC.
It gets into the realm of conspiracist fabulism to claim to know exactly what happened, and why. But it's (at best) willful ignorance or (at worst) cynical gaslighting to pretend that nothing happened.

So, Republicans have passed a wildly unpopular tax plan. Special elections show a huge swing against them in the polls. But hey,
they have a plan to turn public opinion around next year: cut Social Security and Medicare!
