Correct me if I'm wrong here, but if we're looking at an investigatory timeline Page's FISA surveillance would've commenced before the FBI questioned Papadopoulos. Are you saying that you believe 'the information' about Papadopoulos (which didn't provide any "evidence of any cooperation or conspiracy" -- per the memo) helped substantiate the request, or are you referring to something else?

Access to Jeff Sessions, Corey Lewandowski, Paul Manafort? Of course. Papadopoulos worked on Trump's foreign policy speeches and did outreach (to poor effect, reportedly) with senior officials in foreign governments.
There's got to be some reasonable middle ground between "inner circle" and "coffee boy."

Papadopoulos had not been questioned, but the investigation had begun several months prior to the Page FISA app.
The information that the FBI had begun a counterintelligence investigation re Papadopoulos being subject to approach by Russian intelligence, based on the Australian diplomat's disclosure, would potentially have some value in underpinning the request for surveillance on Page, particularly given that he was already a known target of Russian recruitment.
The point is that the value of that information may be debatable, but it neither speaks to any wrongdoing nor suggests that the Papadopoulos investigation was affected one way or the other by the Page matter.
